Why do customer services and help desks assume their clients know the technical terms for things, and what they do?

I've just been trying to do something on my web site which was made to look simple, and probably is for a software engineer, or a webmaster, or my step-grandchildren, but for me is completely bizarre.

...And it's not as if I didn't say that I didn't understand either.
